FHU is committed to complying with all states’ and federal regulations for its distance learning programs. Freed-Hardeman University has been approved by Tennessee to participate in the National Council for State Authorization Reciprocity Agreements. NC-SARA is a voluntary, regional approach to state oversight of postsecondary distance education. For specific information regarding state authorization, approval, licensure or exemption, please contact the Associate Vice President for Academics.
Please note that Freed-Hardeman's (FHU) programs that may lead to a professional licensure or certification (e.g., Accounting, Counseling, Psychology, Social Work, Teacher Education, etc.) are designed to meet the licensure requirements for the State of Tennessee. The University does not explicitly or implicitly attest that licensure programs meet the licensure requirements for any state other than Tennessee. Please reference the State Contact Information for Professional Licensure section below prior to enrolling in a licensure program to obtain further information, including contact information, for the applicable licensing board in your respective state of residence. Pursuant to the U.S. Department of Education’s Federal Integrity Rules, Freed-Hardeman University must provide to its students or prospective students the contact information for filing complaints with each state licensing entity and any other relevant agency that would handle the complaint.

Pursuant to the National Council for State Authorization Reciprocity Agreements, Freed-Hardeman University must provide to non-Tennessee resident students the contact information to determine if a course or program that customarily leads to professional licensure, meets requirements for licensure in the state where the student resides.

Additional State Specific Information
The following states have provided additional notifications and requirements regarding distance education offerings:
Education: State authorization to provide a program related to the preparation of teachers or other P-12 school/system personnel does not indicate eligibility for an Alabama certificate. Applicants for an Alabama certificate based on reciprocity must meet Alabama’s test requirements and submit a valid, renewable professional educator certificate/license issued by another state at the degree level, grade level, and in the teaching field or area of instructional support for which an Alabama certificate is sought and for which Alabama issues a certificate. Applicants for Alabama certification in an area of administration must also document at least three years of full-time employment as an administrator in a P-12 school system(s). www.alsde.edu.
Nursing: State approval of a program to offer Alabama licensed nurses opportunities for advanced degrees does not automatically indicate eligibility for approval to practice as an advanced practice nurse in Alabama. Applicants for approval in Alabama are required to meet the Alabama requirements for national certification, graduation from a specific-type program for the advanced practice approval, and completion of the appropriate application. Any program offering a pre-licensure track to Alabama students shall meet the requirements of the Alabama regulations or pre-licensure programs or the graduates may not be eligible to take the national licensure examination required by the Alabama Board of Nursing to enter the practice.
Education: State authorization to provide a program related to the preparation of teachers or other P-12 school/system personnel does not automatically indicate eligibility for an Arkansas certification. Applicants for an Arkansas certificate are required to pursue teacher/administrator licensure in Tennessee and then earn an Arkansas educator or school administrator license/endorsement by reciprocity. Additional course requirements in order to earn an Arkansas license in a program area or similar program area may be found at http://www.arkansased.gov/divisions/educator%20effectiveness/educator-licensure/licensure-by-reciprocity.
FHU is not required to seek approval from the Bureau for Private Postsecondary Education and can offer 100 percent online programs to residents of California with no restrictions.
Internships, externships, and clinical placements are permitted in California for online and campus-based courses and programs.

Filing a Complaint
Kentucky’s Education Professional Standards Board (EPSB) Division of Certification or Division of Educator Preparation cannot “pre-approve” the use of an out-of-state online program for use by Kentucky’s educators. This includes Freed-Hardeman University’s online Master of Education and Education Specialist degrees that lead to licensure. Please note that FHU does offer many programs that lead to non-licensure.
FHU is not required to seek approval from the Massachusetts Department of Higher Education and can offer 100 percent online programs to residents of Massachusetts.
Internships, externships, and clinical placements are permitted in MA for online and campus-based courses and programs.
